Lucy Labruzzo

President and CEO

Lucy is owner, CEO, and majority owner of The Engineering Partners Incorporated (EPI), a CPUC-certified diverse business enterprise. Lucy is a dynamic C-Level Executive with an extensive background in program delivery and client management as well as business growth, operations, change management, compliance, and regulatory and governmental affairs. She has led the successful execution of energy infrastructure programs from funding, planning, and design through construction and commissioning. Lucy has a proven successful track record in organically building new businesses and achieving aggressive growth while ensuring the development of organization structure(s) to ensure high-performing employees within teams are identified for succession planning and the Company’s longevity.

Prior to acquiring EPI, Lucy developed and led the Energy Infrastructure Sector of Cordoba Corporation. Lucy joined Cordoba in 2014 and led the expansion of their energy business into gas and electric transmission and distribution, renewables, and program management across each of California’s investor-owned utilities. Under her leadership, Cordoba initiated and grew a sustainable energy infrastructure business delivering 60% of the company revenue and achieving a CAGR of over 30%.

Lucy is a Mechanical Engineer with over 30 years of experience working with utilities across the US and Canada. Prior to joining Cordoba Corporation, Lucy was the Executive Vice President and Managing Director of AECOM’s North America Energy Business Line, where she led their North America Energy Business with annual revenues of approximately $1B. She served 15 years as an engineer and program manager for the New York Power Authority, one of the nation’s largest state public power organizations.

Craig N. Schaeffer, P.E, M.B.A., P.M.P

Principal Engineer, Chief Operating Officer

At The Engineering Partners, Inc. (EPI), we are proud to have Craig N. Schaeffer as a key leader in our team. With over 13 years of experience in the utility and energy infrastructure sectors, Craig brings unparalleled expertise and strategic vision to every project.

Craig began his career at Consolidated Edison Company of New York, where he led multi-million-dollar infrastructure projects with precision and innovation. His deep understanding of capital budgeting, regulatory coordination, and system reliability positioned him for long-term success in the industry.

Since joining EPI in August 2016, Craig has transformed our Operations & Engineering division, driving its expansion to $25M in annual revenue. His leadership has revolutionized large-scale utility contracts, streamlining project tracking, budgeting, and quality control to consistently deliver outstanding client results.

As a key contributor to wildfire mitigation strategies, Craig has played a crucial role in advancing SDG&E’s wildfire mitigation programs, including the Covered Conductor Program and Strategic Undergrounding Initiatives. His ability to enhance program efficiency while reducing costs has made a significant impact on utility infrastructure resilience and safety.

Craig is a registered Professional Engineer in California (2023, M41977) and New York (2024, 109806), and he holds a Project Management Professional (PMP) certification (2020). He earned his MBA from New York University’s Leonard N. Stern School of Business (2015) and his Bachelor of Science in Mechanical Engineering from The Pennsylvania State University (2011).

Erik Kolb, P.E.

Principal Engineer

Erik Kolb is a highly accomplished civil engineer with over 14 years of experience in engineering, project management, and infrastructure resilience. As Lead Civil Engineer at The Engineering Partners, Inc. (EPI), Erik applies his expertise in utility engineering, risk analysis, and regulatory compliance to develop innovative solutions that enhance the safety and reliability of critical infrastructure.

Before joining EPI, Erik held key engineering roles at SDG&E, TRC Corporation, and Asplundh, where he led large-scale initiatives to improve electric distribution systems and mitigate operational risks. Notably, he led the development of SDG&E’s Risk Assessment and Modeling tool for the Emergency Operations Center, enhancing proactive risk management. He also led the Strategic Pole Replacement Program, ensuring compliance with General Rate Case (GRC) and CPUC standards, and managed major pole replacement and load compliance projects.

Erik’s technical proficiency includes PLS CADD, structural analysis, and regulatory compliance, making him a key asset in complex engineering projects. He holds a Professional Engineer (PE) license in California (C93448, 2022) and earned a Master of Science in Engineering Physics from UC San Diego, as well as dual bachelor’s degrees in mechanical engineering from Montana State University and Construction Management from Cal Poly San Luis Obispo.
